Issues of strengthening cooperation among the Caspian littoral states to address the challenges facing the Caspian Sea will be discussed at RES 2026

Within the framework of the Regional Ecological Summit 2026 (hereinafter – RES), which will take place in Astana on 22–24 April, a high-level session entitled “Dialogue on the Tehran Convention: Strengthening Cooperation for the Caspian Sea” will be held. The event will address issues related to enhancing cooperation among the Caspian littoral states in tackling sea level decline, pollution, and biodiversity loss.

The session will take place on 23 April. Representatives of environmental authorities of the Caspian littoral states and international organizations will participate in the event. 

The Tehran Convention is the first legal instrument of the Caspian littoral states in the field of protection of the marine environment of the Caspian Sea and has made a significant contribution to the development of cooperation among the Caspian states in addressing the region’s environmental challenges. 

Over the 20-year period since its entry into force, the Convention has become the basis for the Caspian littoral states to develop many solutions to interdisciplinary challenges, which are reflected, in particular, in the Action Plan of the Caspian States on Caspian Sea Level Fluctuations for 2026–2036.

The Dialogue on the Tehran Convention is aimed at strengthening regional cooperation among the Caspian littoral states in the face of growing environmental challenges, including the decline in the level of the Caspian Sea, marine pollution, biodiversity loss, and the need to modernize monitoring systems. 

Participants in the session will discuss the key challenges in the Caspian region and the measures being taken by countries to address them; mechanisms for strengthening cooperation among the Caspian littoral states in the interests of the Caspian Sea; and issues related to enhancing partnerships with international organizations and financial institutions in support of the sustainable development of the Caspian region. 

Particular attention will be paid to the development of effective approaches to implementing the above-mentioned Action Plan of the Caspian States through national, regional, or international mechanisms, as well as to its possible transformation into a more comprehensive interstate programme.
